Australian education sees significant safety reform with introduction of childcare worker registry, testing of CCTV, and restrictions on mobile phones.

The implementation of significant childcare safety measures has been agreed upon by state and territory governments, in conjunction with the Australian Commonwealth. The key initiatives to be introduced include:

  1. A national register for childcare workers to monitor their movements between centers.
  2. Mandatory safety training for childcare employees, set to commence early next year.
  3. A pilot trial for CCTV installation in 300 centers nationwide, with the trial expected to begin by October or November.
  4. A ban on personal mobile phones within childcare centers.

The Commonwealth has allocated $189 million towards the overhaul of childcare safety. Previously, there had been insistence from states and territories for immediate and concrete measures to improve child safety, following a string of abuse allegations in childcare settings. Education Minister Jason Clare has stated that despite the advancements, the measures are not a complete solution, but a step in the right direction.

Ministers for education have come under pressure recently due to the high-profile childcare abuse allegations. It has been emphasized that all levels of government and the industry as a whole must take responsibility to enhance safety standards. Concerns have also been raised on the implementation of the proposed system to identify potentially risky behavior among workers.

The registration process will be introduced in stages from February 2026 by the Australian Children’s Education and Care Quality Authority (ACECQA). It is expected to include employment history and information from working with children checks. Mr. Clare has acknowledged that the new measures are not a guarantee of safety but rather an essential tool for keeping children secure.

The Commonwealth has also estipulated an increase in spot visits by officers to ensure compliance with safety protocols. This move follows the government’s admission that reforms in childcare safety have been progressing too slowly. In July, the government identified 37 childcare centers that were not meeting safety standards, with the potential risk of losing access to childcare subsidies if conditions do not improve within six months.

In August, a snap review was conducted which recommended 22 measures, all accepted by the Victorian government, with half directed at the federal government to improve childcare safety.

Members of the government agree that strengthening national systems to safeguard children, both within borders and sectors, is of utmost importance.
