- Ukrainian President Volodymyr Zelenskyy announced that thousands of foreign troops could be stationed in Ukraine under security guarantees agreed upon with the “coalition of the willing,” led by French President Emmanuel Macron.
- Russian President Vladimir Putin stated that any foreign troops deployed to Ukraine would be considered legitimate military targets, indicating that they would be targeted and eliminated if found during operations.
- Putin added that if a long-term peace agreement is reached with Ukraine, foreign troops’ presence in Ukraine would be pointless.
- The Kremlin confirmed that North Korean soldiers fighting alongside Russian forces have not been deployed to Ukraine but remain on Russian territory, as per Kremlin spokesman Dmitry Peskov.
Ceasefire
- President Donald Trump declared that the US is still working on security guarantees for Ukraine which are aimed at ending the country’s conflict with Russia.
- Kremlin spokesman Peskov described Trump’s approach to diplomacy as “quite cynical” but in a “good sense,” contrasting it with the European stance, which he accused of attempting to obstruct peace. Peskov said Trump is pragmatic, favoring trade over conflict based on American interests.
- Peskov noted a potential quick meeting between Putin and Trump if Putin deems it necessary.
Sanctions
- Ukraine’s allies are preparing to impose new sanctions on Russia, aiming to compel President Putin to end the war, as announced by Canadian Prime Minister Mark Carney.
International Relations
- Trump commented that India and Russia may have aligned themselves with China after their leaders met with Chinese President Xi Jinping, suggesting a geometric shift towards China:
Russian Energy Sector
- US Energy Secretary Chris Wright expressed no concern about the potential impact on US exporters from Russian gas sales to China, following the recent endorsement of the Power of Siberia 2 pipeline by Russia and China.
- President Zelenskyy affirmed Ukraine’s intention to respond to attacks on its energy infrastructure by the Russians, despite criticism from Slovakia and Hungary that have faced disruptions in Russian oil supplies due to Ukraine’s strikes.
- Slovakia and Hungary continue to purchase Russian gas and oil, defying other European Union countries that have severed ties due to Russia’s aggression.
- The EU intends to phase out Russian oil by January 2028, with Energy Chief Dan Jorgensen stating there has been no pressure from Washington to expedite this timeline.
