Supreme Court of the United States Approves Trump’s Large-Scale Suspension of International Development Assistance – DW – September 27, 2025

The US Supreme Court has ruled that the Donald Trump administration can continue to freeze over $4 billion (€3.4 billion) in foreign aid. The Supreme Court said that the “asserted harms” to Trump’s conduct of foreign affairs “appear to outweigh the potential harm” faced by potential recipients of the foreign aid.

This ruling comes after the US Congress approved the aid and US District Judge Amir Ali ruled that the Trump administration must release the aid.

US President Donald Trump has been seeking to drastically scale back US foreign aid funding, leading to legal challenges.

Three liberal justices on the Supreme Court, Kagan, Sotomayor, and Jackson, dissented. Kagan argued that the Trump administration does not want to spend the money because it is “contrary to US foreign policy.”

Since returning to office for a second term, Trump’s Republican administration has downsized US foreign aid operations. The White House has often criticized aid programs that it sees as a waste of money or contrary to the aims of US foreign policy.
