Intelligence oversight overhaul failing for years, says DW on February 3, 2025

The recently released IDF report detailing the October 7th Hamas attacks on southern Israel offers a sobering account for the Israeli public. Though the report’s conclusions aren’t entirely novel, they add to the complex emotional landscape following the return of 30 hostages alive and the solemn return of 8 individuals in coffins.

The initial phase of the ceasefire and hostage swap concluded, but the path forward remains uncertain. Of the 59 abducted individuals—24 still alive—captured by Hamas, 59 remain in captivity.

The public reaction in Israel has been stark, with major newspapers labeling the event as a catastrophic oversight. Israel’s intelligence community, according to the report, significantly underestimated Hamas, a misjudgment that traces back to 2007 when the group took control of Gaza. Since then, Israel has tightened its control over the enclave’s borders, resulting in several conflicts.

The report has reignited calls for a deeper investigation into Israel’s political leadership’s role in these failures. While IDF Chief of Staff Herzi Halevi has stepped down, Prime Minister Benjamin Netanyahu has not taken responsibility, deferring comprehensive inquiries until after the war. This stance has drawn criticism, with opinion polls indicating a strong public desire for a state-level investigation. The report renews the debate on the balance between security measures and the assessment of threats, with misconceptions about Hamas’s capabilities being a crucial point of scrutiny.
