Objectives of Russia, US, EU: Insights – DW – March 14, 2025

A recent meeting between US and Ukraine representatives in Saudi Arabia has raised hopes for a temporary ceasefire in Ukraine. Here’s an overview of the key concerns for each party involved.

Russia

Thus far, Russia has shown little enthusiasm for peace talks with Ukraine. Experts believe that Moscow seeks to push NATO out of Eastern Europe and increase its influence in Ukraine. Russia is also likely to retain control over annexed Ukrainian territories and unlikely to lift its opposition to Ukrainian membership in NATO.

Moscow also has a strong interest in having Western sanctions lifted, as the Russian wartime economy initially flourished but has since stalled.

United States

Trump wants to gain political capital by positioning himself as a peace broker. Though he couldn’t keep his campaign promise to end the war in Ukraine within 24 hours, he managed to increase pressure on both Kyiv and Moscow.

The US also has an interest in accessing raw materials, such as gas and mineral reserves, in Ukraine. This may lead Trump to make significant concessions to Putin to meet his pledge of ending the war quickly.

European Union

The war in Ukraine has prompted EU countries to increase defense spending to counter the threat of escalating conflict. The EU has also imposed sanctions on Russia in support of Ukraine.

Brussels aims to curb Russia’s growing influence in Europe, offering Ukraine the prospect of EU membership.

Ukraine

Previously, Ukraine’s official position was that it wouldn’t negotiate with Russia and intended to reclaim all occupied territories. However, under US pressure, Kyiv may be willing to make concessions.

Unwaitingly, Ukraine relies on international support to strengthen its position and maintain pressure on Moscow.
