Ukraine-Russia Conflict: Summary of Major Developments, Day 1,147 | Latest Updates on the Ukraine-Russia War

These are the key events on day 1,147 of Russia’s invasion of Ukraine.

Here is the latest situation as of Wednesday, April 16:

Fighting

  • The Russian Ministry of Defence claimed it destroyed 115 Ukrainian drones during a night assault.
  • The ministry also alleged that Kyiv launched six attacks on Kremlin’s energy infrastructure within the last 24 hours despite a mutual agreement on a 30-day halt on energy strikes.
  • A Russian military court sentenced a soldier to 15 years in prison for desertion and for willingly surrendering to Ukraine.
  • A Russian court sentenced five young men in their 20s to up to 18 years in prison for setting fire to a helicopter and railway equipment on behalf of Ukraine; they were found guilty of sabotage and terrorism.
  • In the Kursk region of Russia, one person was killed and seven others were injured by a Ukrainian drone attack, with four hospitalized, one in severe condition. The attack also destroyed two residential buildings and 15 vehicles.
  • Ukraine’s air force reported that Moscow launched 52 drones and one missile overnight, managing to shoot down 26 drones, while 19 drones reportedly failed to reach their targets, likely due to electronic warfare.
  • Ukraine’s military stated it struck a base of a Russian rocket brigade responsible for a missile attack in Sumy that killed 35 people on Sunday.

Politics and Diplomacy

  • Following a meeting with Russia’s President Vladimir Putin, United States President Donald Trump’s special envoy, Steve Witkoff, noted that Putin is open to a “permanent peace” arrangement with Ukraine.
  • Russian Foreign Minister Sergey Lavrov indicated in an interview with Kommersant that there were difficulties in reaching an agreement with the US on key aspects of a potential peace deal to end the conflict in Ukraine.
  • Kremlin spokesperson Dmitry Peskov stated that there is political willingness to advance discussions on a potential US-Russia agreement regarding Ukraine, although he noted a lack of clarity on the specifics of such a deal.
  • Peskov also responded to the European Union’s foreign policy chief Kaja Kallas’ criticism of member states potentially skipping Russia’s Victory Day events on May 9, labelling her statements as threats and incorrect.
  • Sergey Naryshkin, the head of Russia’s foreign intelligence service, announced that Russia and Belarus’s security services are prepared to act preemptively in the event of an attack on either country.
  • Naryshkin, speaking to TASS, stated that Ukraine should forgo its aspirations to join NATO, abandon territories taken by Russia, and become a “nuclear-free, neutral” nation to ensure “demilitarisation and denazification of the Ukrainian state, and abolition of all discriminatory laws passed after the 2014 coup”.
  • Ukraine’s President Volodymyr Zelenskyy submitted legislation to parliament to extend military mobilization and martial law in Ukraine for another 90 days, ending on August 6.
  • He also initiated proceedings to remove the military governor of Sumy, Volodymyr Artyukh, in the wake of the deadly attack on the northeastern region that killed 35 and injured hundreds.
  • Zelenskyy conveyed to NATO Secretary General Mark Rutte Ukraine’s pressing need for air defense systems and missiles.
  • During an unexpected visit to the port city of Odesa, Rutte acknowledged that US-led ceasefire negotiations are challenging, but expressed support for President Trump’s efforts towards peace. Rutte also denounced Russia’s “outrageous” and “terrible” attacks on civilians in Ukraine.
