Fighting

  • A state of emergency was declared in Russia’s Vladimir region, located east of Moscow, following a significant explosion at an ammunition storage site. TASS state news agency reported this incident, citing emergency services.
  • Vladimir’s regional governor, Alexander Avdeev, stated that the explosion occurred when ammunition ignited in a military base’s storage area in Kirzhach district. Emergency personnel have been dispatched to the scene.
  • Russia targeted the southern city of Zaporizhzhia with two aerial glide bombs, resulting in the death of a 69-year-old woman and injuring 24 people, including four children. Regional governor Ivan Fedorov reported this incident.
  • Ukraine’s air force neutralized 38 out of 77 attack drones launched by Russia starting early Tuesday morning, as 31 drones failed to reach their targets likely due to electronic warfare.
  • Overnight Russian drone attacks caused damage to civilian infrastructure and businesses in Poltava region and resulted in civilian injuries in Odesa region, according to Ukrainian officials.
  • Odesa experienced a “massive attack” by Russian drones, causing at least three casualties. The head of Odesa regional administration, Oleh Kiper, confirmed this incident, mentioning damaged civilian infrastructure and an educational facility.
  • Air defense units countered Russian air attacks in Kyiv region and Ukraine’s second-largest city, Kharkiv, as regional governors reported through Telegram channels.
  • Russian forces announced the retaking of St Nicholas Belogorsky monastery in Russia’s Kursk region, a site where Ukrainian troops had been stationed. Security sources quoted by Russia’s TASS news agency attributed this development to 10 days of intense combat.
  • Ukrainian President Volodymyr Zelenskyy claimed that Chinese citizens were working at a drone production site in Russia, speculating that Russia might have pilfered drone technology from China. Zelenskyy already alleged that China is providing weapons and gunpowder to Russia and urged Beijing to halt Chinese nationals from fighting alongside Russian forces in Ukraine.
  • Ukraine’s Foreign Ministry conveyed its “serious concern” over Chinese involvement in the war to China’s ambassador.

Ceasefire

  • President Zelenskyy restated his willingness for an even partial ceasefire with Russia: “Ukraine is willing for an unconditional ceasefire, and if partial, we’re ready for reciprocal measures,” he stated at a news conference in Kyiv.
  • Zelenskyy affirmed that Ukraine would not recognize conditionally occupied regions as Russian territory: “No discussions necessary. Our constitution remains our guide”.
  • Russian President Vladimir Putin reportedly suggested halting Russia’s invasion of Ukraine along the currently held frontline, according to the Financial Times (FT).
  • The FT stated that Putin made this suggestion during a meeting with United States envoy Steve Witcoff in St Petersburg earlier this month. In return for halting Moscow’s claims to parts of Donetsk, Luhansk, Kherson, and Zaporizhia, Putin wanted the US to acknowledge Crimed Peninsula as Russian and block Ukraine from joining NATO.
  • US envoy Steve Witcoff is scheduled to return to Moscow this week amid reports that President Trump considered recognizing Moscow-annexed Crimea as part of Russia.
  • US Secretary of State Marco Rubio will not participate in London talks aimed at ending the Ukraine war, following his initial plan to travel there.
  • Europe has grown uneasy regarding the overtures of the US President Donald Trump’s administration towards Moscow, given the lack of success in securing a Ukraine war ceasefire.
  • British Foreign Secretary David Lammy will lead peace talks in London, attended by officials from Ukraine, the US, the United Kingdom, and Europe.
  • According to a report from news site Axios, the US anticipates a response on Wednesday to a proposed peace framework that includes an unofficial recognition of Russian control over territories occupied since the February 2022 onset of the Ukraine war. The proposal, presented last week, would involve the US lifting imposed sanctions on Russia and returning a small portion of Russian-occupied Kharkiv to Ukraine.
  • Axios reports that the Zaporizhzhia nuclear power plant would be considered Ukrainian territory but managed by the US, supplying electricity to both Ukraine and Russia.

Aid

  • President Zelenskyy confirmed that Ukraine is not in talks regarding any new US aid packages.

Sanctions

  • The European Commission is assessing legal options regarding the possibility of banning European Union firms from signing new contracts for Russian fossil fuels. As well, measures are being considered to allow EU companies to terminate existing gas supply agreements with Russia without facing penalties.

Regional Security

  • Denmark plans to allocate approximately four billion crowns ($614m) for the construction and procurement of 26 navy vessels designed for patrolling, oil spill response, and surveillance of undersea cables. This investment is made amid heightened alertness among Baltic Sea bordering countries after several undersea cables were cut and the sabotage of the Nord Stream gas pipelines.

Diplomacy

  • EU foreign policy chief Kaja Kallas told AFP that the US has not exhausted all its “tools” to pressure Russia into a Ukrainian peace deal. She accused Moscow of stalling with its Easter truce in Ukraine.
  • President Zelenskyy is set to attend the funeral service for late Pope Francis. His trip, alongside wife Olena, was confirmed by Zelenskyy’s advisor Dmytro Lytvyn to the Ukrainian news agency RBK-Ukraine.
  • Subject to an International Criminal Court arrest warrant over his Ukraine invasion, President Putin will not attend the funeral, as confirmed by the Kremlin.
