European leaders sought to find a unified response at an emergency summit in Paris Monday following a shock policy shift on the war in Ukraine by US President Donald Trump. The talks were held as Washington and Moscow’s top diplomats were due Tuesday to have a first face-to-face meeting since Russia invaded Ukraine nearly three years ago.
