Over the past five years, England witnessed nearly a fifth of its rural bus services disappear. Public transport systems suffer.

Nearly a fifth of rural bus routes in England have been discontinued over the past five years, in spite of government commitments to improve services, with county councils claiming they have received inadequate bus funding compared to urban areas.

Research by the County Councils Network shows that rural regions have received about half the per capita state funding awarded to urban areas with more comprehensive services. Between 2019 and 2024, rural bus services experienced an 18% decline, a sharper fall compared to the nationwide decrease in bus services.

In 2021, the government initially pledged £3 billion for a “bus back better” initiative aimed at improving services, particularly outside of London. However, much of this funding was allocated to Covid-related support for bus operators.

Subsequently, £2.1 billion was earmarked for bus service improvements, but county councils argue this funding was distributed unevenly. Rural residents received approximately £31 per person, less than half of the £58 per person for urban authorities.

The Labour government has also declared its intention to enhance bus services, including proposed legislation to empower local authorities to manage bus services nationwide.

Cllr Peter Thornton from the County Councils Network commented that the current system disproportionately allocation of funds to urban and city areas has hindered rural bus services. As a result, despite the demand for rural buses, which are often vital for local communities, there has been a significant reduction in services.

The Campaign for Better Transport also advocated for an additional £1 billion annually to support bus services, emphasizing their importance in reducing social exclusion and supporting local economies.
