Guinea Frees Ex-President Camara Despite Protests

General Mamadi Doumbouya, Guinea’s junta leader, has controversially pardoned former military leader Moussa Dadis Camara. Camara, guilty of crimes against humanity for his role in the 2009 Conakry massacre, was pardoned under the guise of “health reasons”. The decision, announced via national television, was based on a recommendation by the Minister of Justice, yet there was no prior sign of Camara’s health deterioration, giving rise to doubts about the reasoning behind this move. As the ruler of Guinea from 2008 to 2009, Camara was found guilty of overseeing the brutal crackdown on opposition protests at Conakry’s Grand Stade, where over 150 individuals were killed and more than 100 women were sexually violated by security forces. Despite Camara’s imprisonment post his 2022 return from exile, concerns about Guinea’s dedication to justice have grown following this pardon. While human rights organizations previously praised the trial as a step toward accountability, the pardon risks reversing progress in addressing past impunity. The move also raises questions about the direction of Guinea’s transitional justice strategy under Doumbouya’s leadership. Compensation for the massacre victims was declared by the government, but the 400 civil parties in the case are yet to receive it.
