In response to these accusations, the UK’s Foreign, Commonwealth and Development Office adopted various restrictive measures. These include halting direct financial assistance, specifically excluding support for Rwanda’s impoverished population, avoiding high-level participation in government events, and ceasing defense cooperation.
Rwanda’s Foreign Ministry fired back, arguing that the sanctions will not assist in resolving the Democratic Republic of Congo’s conflict or aid in achieving a lasting political resolution. The statement also insisted that it is unreasonable to expect Rwanda to undermine its own national security in the midst of ongoing regional violence.
Economic sanctions were previously introduced by the U.S. against Rwanda’s Minister of State for Regional Integration, James Kabarebe, alleging his involvement in Rwanda’s backing of the M23 rebels.
In recent months, the M23 group has significantly extended its influence in eastern Congo, capturing key cities such as Goma and Bukavu.
According to Congo’s Prime Minister Judith Suminwa Tuluka, who addressed the UN Human Rights Council, the violence this year has claimed the lives of over 7,000 individuals, highlighting the severity of the escalating conflict.
