Ceasefire Negotiations
Despite US and Russian pressure for Ukraine to participate in peace talks in Istanbul on Monday, Ukraine has expressed reluctance. Ukrainian President Volodymyr Zelenskyy indicated a need to first review Russian proposals for a ceasefire, criticizing Russia for its efforts to ensure the meeting would not yield results.
Turkish President Recep Tayyip Erdogan, in a conversation with Zelenskyy, emphasized the importance of both parties presenting strong delegations to the proposed round of talks, aiming to facilitate peace negotiations.
- Kyiv’s Foreign Minister, Andrii Sybiha, stated that Ukraine must receive Russian ceasefire proposals beforehand for the talks to be considered “substantive and meaningful,” without providing further details on Kyiv’s stance if the proposals were not received or a deadline was not met.
Kremlin spokesperson Vladimir Medinsky will lead Russia’s delegation for the second round of talks in Istanbul and will be bringing a memorandum that includes additional ceasefire proposals.
- Russia’s UN ambassador, Vassily Nebenzia, addressed the UN Security Council, expressing that Moscow stands ready to consider a ceasefire, contingent upon Western states halting their supply of arms to Ukraine and Kiev halting troop mobilization.
- During a visit to Kyiv, influential US Republican Senator Lindsey Graham announced that the Republican-led US Senate is expected to pass a sanctions bill against Russia next week. Upon meeting with Zelenskyy, Graham reported that US President Donald Trump is seeking concrete actions from Moscow.
- Trump, speaking to journalists, described both Putin and Zelenskyy as being stubborn and expressed his dissatisfaction with the ongoing Russian bombing of Ukraine as he attempted to arrange a ceasefire.
- Keith Kellogg, Trump’s special envoy for Ukraine, acknowledged Russia’s concerns regarding NATO’s expansion towards the East and stated that the US does not intend for Ukraine to join the US-led military alliance.
- In response to Kellogg’s remarks, Kremlin spokesperson Dmitry Peskov conveyed Moscow’s approval, indicating that a Russian delegation is set to travel to Istanbul for talks with Ukraine on Monday morning.
- Turkish Foreign Minister Hakan Fidan, speaking in Kyiv, suggested that after talks in Istanbul, the next step might host a meeting involving Trump, Putin, and Zelenskyy.
