Prime Minister Sir Keir Starmer has announced that military planning to protect a potential ceasefire in Ukraine has moved into an operational phase after a virtual meeting with 29 other world leaders. He said military leaders will gather in the UK on Thursday to put robust plans in place to support a peace deal and ensure Ukraine’s security. This follows Ukraine’s agreement to a 30-day ceasefire after talks with the US, with Russian President Vladimir Putin agreeing to the idea but setting pre-conditions for peace. Ukraine’s President Volodymyr Zelensky emphasized the need for active pressure, not just talks. He urged European countries to produce weapons and fully support sanctions against Russia. Sir Keir said “the world needs actions, not empty words and conditions,” and that the Kremlin’s delay and attacks are counterproductive to peace efforts. The leaders agreed to increase pressure on Putin if he refused an immediate and unconditional ceasefire. Military chiefs will meet this week to develop practical plans to support Ukraine. Sir Keir introduced the idea of a “coalition of the willing” to defend a ceasefire, which includes backing from Japan and others. Zelensky acknowledged the need for ground troops after the ceasefire, although some are skeptical. Finnish President Alexander Stubb stated that it is too early to discuss troops on the ground until a ceasefire and peace plan are established. The conflict has resulted in thousands of deaths since Russia’s invasion of Ukraine in February 2022.
