Russian President Vladimir Putin has proposed establishing a UN-backed “transitional administration” to oversee elections in Ukraine before negotiating a peace agreement. He expressed this sentiment during a visit to Murmansk, suggesting that the administration would be discussed with the United States, European nations, and Russia’s partners. Putin articulated the need for democratic elections to bring forth a government that enjoys the trust of the Ukrainian people and to then commence talks on a peace treaty. Putin has previously doubted Ukrainian President Volodymyr Zelenskyy’s legitimacy, questioning his ability to lead Ukraine’s future phase, given that the Ukrainian Constitution forbids elections during times of war. In this context, Putin praised US President Donald Trump, stating that he favors a peaceful resolution to the conflict. Moscow emphasizes peaceful solutions but asserts that these solutions must not come at Russia’s expense. Putin commended Russian troops for maintaining a strategic advantage throughout the war and expressed confidence in eventually concluding the conflict, urging the Ukrainian people to understand the ongoing situation. European leaders have criticized Putin, alleging that his actions and the imposition of additional conditions to agreed ceasefires, as well as attacks on civilian infrastructure, reflect a lack of commitment to peace.
