A senior UN official stated on Thursday that there is little hope for negotiations between Russia and Ukraine to result in a deal to stop fighting. Rosemary DiCarlo, UN Under-Secretary-General for Political Affairs, warned that further escalation could increase the devastating toll on civilians and endanger peace efforts. According to DiCarlo, Monday’s drone attack on Ukraine was the largest since the start of Russia’s full-scale invasion. She noted that her previous cautious hope for negotiations has diminished due to recent developments. The official added that the hope of parties sitting down to negotiate is “barely alive.”
The UN official also mentioned that Russia invited another round of talks on Monday and has proposed a memorandum outlining its terms for settling the Ukraine war. However, Ukraine has not yet seen the proposal, calling it “yet another deception” by Russia. Both Ukraine and the United States have urged their allies to pressure Moscow to engage in meaningful negotiations and to consider additional sanctions if the war continues.
