Vietnam Lifts Restriction on Two-Child Policy to Tackle Aging Population Issues

The communist country’s National Assembly has passed an amendment to nullify the two-child limit. The birth rate in Vietnam has declined to 1.91 children per woman in 2024, with the trend being particularly true in urban areas like Hanoi and Ho Chi Minh City. Additionally, more babies have been born to women over 40 than teenagers in the United States for the first time in history. The two-child limit in Vietnam was first introduced in the 1960s to prevent overpopulation, and was later formalized as a national policy in 1993. Vietnam’s population is estimated to be more than 101 million, making it the 16th-most populous country globally. Birth rates in Vietnam declined until 2003, saw a rise until 2013, and have since resumed a downward trend. The Ministry of Health has proposed raising fines for gender-selective practices as a measure to address the gender imbalance in Vietnam.
