The two-child limit in Vietnam was first introduced in the 1960s to prevent overpopulation, and was later formalized as a national policy in 1993. Vietnam’s population is estimated to be more than 101 million, making it the 16th-most populous country globally. Birth rates in Vietnam declined until 2003, saw a rise until 2013, and have since resumed a downward trend. The Ministry of Health has proposed raising fines for gender-selective practices as a measure to address the gender imbalance in Vietnam.
