European Union leaders, all 27 of them, will convene in Brussels on Thursday to strengthen the European Union’s support for Ukraine. They are also aiming to increase the EU’s preparedness against Russia’s influence as the United States begins to distance itself from its European partnerships under Trump’s leadership.
