Prioritizing Perpetrators over Victims: consent-centered rape law could divert attention and burden those affected


Genie Godula is joined by Cécile SIMMONS, a researcher at the Institute for Strategic Dialogue, who specializes in misogyny and gender-based violence. Ms. Simmons, the author of “Ctrl Hate Delete: The New Anti-Feminist Backlash and How We Fight It,” addresses the debate in the French Parliament regarding the inclusion of consent in the penal code. Presently, she states that only 5% of cases are prosecuted, resulting in victims witnessing their abusers going unpunished. Ms. Simmons warns against adopting a consent-based definition as it may lead to victim silencing and place the responsibility of proving violence on the victim. Instead, she suggests focusing on the perpetrators for a more effective approach.
