European Commission President Ursula von der Leyen has stated that nothing is off the table when it comes to raising funds for defense, as European values like democracy and the rule of law are under threat in an increasingly “transactional” world. She did not mention Donald Trump by name but emphasized a sense of urgency in the geopolitical sphere and stated that something fundamental has changed since she began her second term. Von der Leyen said that EU military spending would be dramatically increased as part of her €800 billion plan, which allows member states to take out loans and increase national debts without incurring penalties. Many member states are seeking direct grants instead of loans to boost defense spending. Von der Leyen stated that everything is on the table, including joint defense borrowing, and that she is open to whatever is necessary, including Germany’s backing. She described the US as an ally but acknowledged ongoing discussions with the EU. EU officials have expressed concerns about Trump’s actions regarding military aid and intelligence-sharing with Kyiv.
