Opponents object to risky proposal to reinstate spit hoods in Northern Territory’s youth correction facilities | NT

A proposal to bring back spit hoods in Northern Territory youth detention centers has sparked controversy, with opponents labeling it a “harmful tactic.” This decision, part of the youth justice reforms in the territory’s parliament, was prompted by a violent incident involving a 15-year-old at the Royal Darwin Show, who is now charged with stabbing and seriously injuring someone. Police confirmed in October that spit hoods were made available in youth detention facilities and cells, under strict guidelines. The Aboriginal affairs minister, Steve Edgington, defended the move, stating it’s necessary to protect frontline staff from violent behavior. However, the use of spit hoods was previously banned in 2017 and 2022 due to concerns over child mistreatment and the violation of international laws against torture. Advocacy groups have condemned the plan, warning that it could lead to increased harm and trauma for children, potentially increasing their likelihood of reoffending. The opposition accused the government of pushing through “hasty measures” without sufficient consideration. Other proposed changes include considering a youth’s criminal history when sentenced for adult offenses and adjusting policies to reduce detention as a last resort.
