Severn estuary tidal power: experts call for immediate action to tap into its potential | Green energy

Efforts must be made to capitalize on the UK’s capacity for tidal range energy in the Severn estuary, according to a group of specialists. They have suggested that smaller lagoon models should be considered instead of a larger dam-like barrage, due to the need for swift action.

The Severn Estuary Commission emphasized that tapping into the energy of the tides in the estuary could provide dependable, renewable electricity that is unaffected by weather conditions. Nonetheless, they did not support the idea of constructing a full dam-like barrage across the estuary, despite it being a long-standing proposal.

The commission’s chair, Dr. Andrew Garrad, who was recently awarded the Queen Elizabeth Prize for Engineering for his contributions to the development of modern wind energy, stated, “This past year has been an eye-opening experience for us all on the commission, as we have come to understand the immense potential of this source of renewable energy and the estuary’s international environmental significance. What sets this commission apart from previous studies is its emphasis on the environment.”

Dr. Garrad added, “As the demand for electricity increases with the growing adoption of electric vehicles, electrification of heating, and the proliferation of data centers, we must prioritize using our natural resources to meet this demand while addressing our carbon emissions. Considering the expected timeframes for developing a project of this scale, we must act now to ensure energy delivery when needed while also protecting the environment.”

The commission comprises renowned engineers, financiers, scientists, and other experts. It was established by the Western Gateway, a coalition of politicians, business leaders, public sector officials, and academics from an area spanning Swansea to Swindon and including the Severn estuary. The commission was launched in 2022, in light of the Russian invasion of Ukraine highlighting the importance of energy security.

The Severn estuary holds the largest share of the UK’s tidal range energy potential, estimated at 8 to 12 gigawatts, and could contribute up to 7% of the UK’s electricity needs.

In their final recommendations released on Wednesday, the commission stated that, due to environmental concerns, legislative obstacles, and the impact on ports and commercial activities, a large barrage in the Severn estuary should not be pursued at this stage. However, they suggested that a lagoon project, which operates similarly to a barrage but on a smaller scale, presents a positive alternative and should be supported by the UK and Welsh governments.

The National Energy System Operator in the UK predicts that tidal energy will play a crucial role in the future energy system. The Severn estuary boasts one of the highest tidal ranges globally and could provide the majority of the UK’s tidal energy potential. However, it remains of significance in terms of international environmental importance.

The Welsh government has already expressed its support for the recommendations. Sarah Williams-Gardener, chair of the Western Gateway, remarked, “Urgent action is required to seize this opportunity. A lagoon project not only offers predictable renewable energy but could also add up to £12bn GVA to the UK economy and create 220,000 job years during the construction phase.”
