The Texas legislative assembly has provisionally endorsed a revised congressional boundary plan on Friday, aiming to bolster the Republican Party’s standing ahead of next year’s midterm vote, aligning with Donald Trump’s political goals. However, Houston Democratic state senator Carol Alvarado plans to filibuster the measure, signaling a lengthy procedural battle.

Senator Phil King, the bill’s sponsor, emphasized his focus on the political outcomes rather than the demographic composition, rebuffing questions on the impact of the changes on minority voting power. The proposed map reduces Democratic-held districts in Austin, Houston, and the Dallas-Fort Worth area, with adjustments in South Texas making two Democratic-held districts more Republican-friendly.

Democrats in California have planned a special election for November to let voters approve a new congressional map, offsetting Texas’s Republican-leaning changes with a potential gain of up to five Democratic seats. With Republicans currently holding 25 of Texas’s 38 congressional districts, the new map could extend their favor to 30 districts. Lawsuits over the new boundaries, potentially under the Voting Rights Act, are expected in response to allegations of diminishing voting power for people of color.
