The United States government has implemented a ban on American government personnel in China, as well as their family members and contractors with security clearances, from engaging in romantic or sexual relationships with Chinese citizens, according to The Associated Press.
This policy, which was introduced by former U.S. Ambassador Nicholas Burns in January, encompasses a wide range of individuals and goes beyond existing strict guidelines on such relationships. Its origins stem from concerns raised by members of Congress regarding the inadequate restrictions previously in place.
The ban applies to U.S. missions in mainland China, including the embassy in Beijing and consulates in Guangzhou, Shanghai, Shenyang, and Wuhan, as well as the American consulate in Hong Kong. The only exceptions are U.S. personnel with pre-existing relationships who can apply for exemptions. Failure to adhere to the policy will result in individuals being expelled from China.
The decision reflects growing concerns about China’s use of “honeypot” tactics – attractive individuals employed to extract sensitive information – to gather intelligence. While restrictions on personal relationships with locals have existed in the past, particularly during the Cold War, a blanket ban like this is a rare occurrence.
In response to this policy change, China’s foreign ministry has remained tight-lipped, while continuing to enforce its own strict controls on personnel overseas.
